Soak Kombu

Place the dried kelp in water and soak for at least 30 minutes or until rehydrated.

Heat

Transfer to a pot and gently heat over medium low until almost boiling, then remove the kombu.

Flavor

Reduce heat to low and add bonito flakes, mirin, soy sauce and sugar. Simmer on low for 5 minutes.

Strain

Use a mesh sieve to remove the bonito flakes and serve immediately for hot dishes, or cool and chill for cold dishes.
